Hiring a foreign worker in Sarawak is rarely a one-and-done. The work pass — Pas Lawatan Kerja Sementara, or PLKS — is issued for a fixed period, typically renewed annually, and the renewal window is short. Miss it and the worker falls out of status; rush it without the right documents and it bounces back. This post walks through how renewal works, the document pack needed, what the medical clearance covers, and the patterns that most often cause avoidable delays.
What the PLKS Is
PLKS stands for Pas Lawatan Kerja Sementara — the temporary work visit pass issued to foreign workers employed in permitted sectors in Malaysia. In Sarawak, the PLKS is issued by the Sarawak Immigration Department under the state’s own immigration authority, separately from the Peninsular Malaysia system. A Sarawak PLKS is valid only in Sarawak; a Peninsular Malaysia PLKS is not automatically valid in Sarawak, and vice versa. PLKS is typically issued for 12 months at a time, with renewal possible up to a statutory cap on total continuous service.
When to Start a Renewal
The single most common cause of renewal problems is starting too late. A defensible rule of thumb:
- Begin the renewal process three months before expiry as standard practice
- Two months before expiry is workable but leaves little cushion for any issues
- One month before is risky — the medical clearance alone can eat into the window
- Inside two weeks is emergency territory
The government does not pre-warn you. Many employers first notice the renewal coming due when the medical clinic schedule is already booked out, or when the worker is due to travel.
The Standard Renewal Flow
At a high level, a PLKS renewal involves:
- Confirming continued eligibility. The employer’s sector, quota position, and compliance status all need to be in order.
- Medical clearance. The worker completes the annual statutory medical at a panel clinic.
- Insurance and social protection renewal. SPIKPA / equivalent health insurance is renewed; PERKESO is kept in force.
- Submission through the proper channel. For many sectors this routes through government platforms such as EXPRT or the successor systems for general workers, and through HAVEN for domestic helpers.
- Levy payment and pass issuance. Upon approval, the pass sticker is issued and the worker’s passport is endorsed for the new period.
The exact sequence and platforms vary by sector. A licensed agency handles this on the employer’s behalf as standard.
Documents You Will Need
Typical document pack for a PLKS renewal:
- Worker’s current passport (sufficient validity — at least 18 months is a safe floor)
- Current PLKS pass and prior medical certificates
- Updated SPIKPA / insurance cover note
- PERKESO registration and up-to-date contribution record
- Employer’s current business documents (SSM, trade licence, recent Form 9/24/49 where applicable)
- Sector-specific documents (for example, CIDB for construction, valid manufacturing licence for factories)
- Accommodation documentation where the sector requires it
- Levy payment proof
- Worker’s updated contract or contract extension
Renewals fail more often on stale employer-side documents than on worker-side documents. If the company’s trade licence lapsed or the lease on the approved accommodation has rolled over, the renewal will stall.
The Medical Clearance
The annual medical check for a PLKS renewal covers a standard panel of conditions: communicable diseases, drug screening, pregnancy (for female workers in most sectors), and general fitness. A worker who fails the medical cannot have their pass renewed and is typically required to return to the source country. Common reasons for failure include tuberculosis, untreated hypertension detected at screening, and — in some cases — pregnancy, which can be a disqualifying factor for certain sectors under current rules. Book the medical early. Good panel clinics run a full schedule and late attempts often push past the renewal window.
The Total Duration Cap
PLKS cannot be extended indefinitely. Total continuous service as a foreign worker in Malaysia is capped — for general workers the cap has historically been 10 years — and sector-specific caps may apply. Once a worker reaches the cap, the pass cannot be renewed further regardless of performance or employer preference. Planning for the end of the cap, rather than being surprised by it, is the mark of a mature foreign-worker workforce programme. Succession planning and new hires should be lined up 18 months before the cap lands.
Change of Employer, Sector, or Address
A PLKS is tied to the employer, sector, and (in most cases) the approved place of work or accommodation. A change in any of these is not a renewal — it is a separate transfer or re-application:
- Change of employer requires a formal release from the current employer and a fresh approval under the new one. There is no informal transfer.
- Change of sector is more restrictive and is not permitted in many combinations.
- Change of accommodation for sectors under Act 446 requires updating the accommodation certification.
Attempting to fold these changes into a routine renewal causes rejections.
What Happens If the Pass Lapses
If the PLKS expires before a renewal is approved:
- The worker is unlawfully in Sarawak as of the expiry date, even if the renewal application is already lodged
- The worker should not continue working until status is regularised
- Fines and compounds typically apply for the overstayed period
- In some situations the worker will be required to exit Sarawak and re-apply fresh — a significantly more involved process than a clean renewal
In limited circumstances the worker may qualify for a remediation route such as the Labour Recalibration Programme (RTK), but RTK is not a routine backup for missed renewals and is only available during government-announced enrolment windows.
Common Misconceptions
Misconception
“My worker has been here for years — renewal is automatic.”
Reality: It is not. Each renewal is evaluated on current documentation and compliance. Past renewals do not carry forward.
Misconception
“I can just quietly start a new application if the pass lapses.”
Reality: Overstay is recorded in the Immigration database. A lapsed pass followed by silence is a compliance issue, not a reset.
Misconception
“A Sarawak PLKS works in Peninsular Malaysia if my business expands.”
Reality: No. The pass is state-scoped under Sarawak’s immigration autonomy. Expansion across the border requires its own application.
Misconception
“If my worker fails the medical we can appeal.”
Reality: There are narrow reconsideration routes for specific conditions, but most failed medical outcomes end the renewal. Plan for the likely, not the exceptional.

Is the PLKS renewal the same for domestic helpers?
The principles are similar but the channels and documentation differ. Domestic helper pass renewals run through their own route and are typically handled by the same licensed maid agency that placed the helper.
