On the Malaysian side, the family deals with Sarawak Immigration, JTKSWK, and a Malaysian licensed agency. On the Indonesian side, the worker passes through BP2MI, a P3MI placement company, and pre-departure training. The piece that connects them — and that most families have never heard of — is a one-page document called the Registration Certificate, issued by the Consulate General of the Republic of Indonesia in Kuching (KJRI Kuching) through an online system known as SIPERMIT. What the Certificate Is
The Registration Certificate is a one-year accreditation issued by Indonesia's diplomatic mission in Kuching to a Malaysian employment agency. In plain English, it says: this Malaysian agency is recognised by the Indonesian government as authorised to receive Indonesian Migrant Workers, in a specified sector, under the laws and regulations of the Republic of Indonesia.
Each certificate carries:
- A unique certificate number (e.g.
XXXX.IE-KC.APS.YYYY— KC denotes Kuching) - The agency's name, director, date of establishment, and Malaysian registry number
- The agency's registered address
- The approved sector — for domestic helper placements, this is recorded as Domestic
- The date of issue and a 1-year validity period
- An electronic signature from the Consul for Consular Affairs, signed via Indonesia's TNDE digital signature system using a certificate issued by BSrE (the Indonesian government's electronic certification authority)
This is not a Malaysian licence and it is not a marketing badge. It is the document the Indonesian side relies on to confirm the receiving agency is in good standing.
The SIPERMIT System and KJRI Kuching
SIPERMIT is the online portal Indonesian missions in Malaysia use to register and monitor employment agencies operating in their territory. For Sarawak-based agencies, the relevant mission is the Consulate General of the Republic of Indonesia in Kuching. Three points to know:
- One mission per region. A Sarawak-based agency registers with KJRI Kuching, not the Embassy in Kuala Lumpur. The certificate issued under SIPERMIT is specific to the issuing mission's territory.
- Sector-specific approval. An agency authorised for Domestic may not automatically be authorised for other sectors. Families hiring a maid should look specifically for the Domestic sector on the certificate.
- Layered with broader Indonesian law. The certificate is the operational artefact, but the underlying authority comes from Indonesian Law No. 18/2017 on the Protection of Indonesian Migrant Workers, and from the Indonesian Ministry of Foreign Affairs and Ministry of Manpower's overseas placement framework.
The Two-Agency Loop
Most families assume hiring a foreign helper is a single transaction with a single agency. In practice, every legal Indonesian placement involves a chain of credentials on both sides:
Malaysian side
- ✓JTKSWK licence — from Jabatan Tenaga Kerja Sarawak
- ✓SSM registration — as a Malaysian company
- ✓Sarawak Immigration approval for each placement
Indonesian side
- ✓SIPERMIT Registration Certificate — from KJRI Kuching, held by the Malaysian agency
- ✓P3MI — licensed Indonesian placement company
- ✓BP2MI clearance — sending-side worker protection
If any link in this chain is missing or expired, the placement does not happen cleanly. Documents do not get released. Workers do not depart. Validity, Renewal, and What Happens if It Lapses
Five practical rules sit on the back of the certificate:
- Validity is twelve months from the date of issue, and the certificate is non-transferable
- The Indonesian Missions in Malaysia can suspend or revoke the registration if the agency violates Indonesian or Malaysian regulations
- If suspended or revoked, the agency remains obligated to fulfill its responsibilities to the Indonesian workers it has already recruited — revocation does not let an agency walk away from its existing workers
- Renewal applications must be submitted no later than 45 days before the expiration date
- Any new branch offices must be reported to the Embassy
The 45-day renewal lead time matters. A reputable agency does not let the certificate lapse, because a lapse means new placements pause until the registration is restored. Families mid-process during a lapse can find their applications stuck waiting for paperwork that the receiving agency cannot, in that moment, lawfully receive.
What Families Should Ask Their Agency
Before signing with any Sarawak agency for an Indonesian placement, three short questions cover the gap:
- "Do you hold a current Registration Certificate from KJRI Kuching?" A licensed agency should answer yes immediately and offer to show you the certificate. If the answer is hedged or the certificate cannot be produced, that is a meaningful signal.
- "Is the certificate for the Domestic sector?" Some agencies are registered for sectors other than domestic work (for example, plantation or construction). The sector on the certificate must match the placement you are making.
- "When does it expire, and have you applied for renewal?" If the expiry is within 45 days and renewal has not been filed, the agency may be in a window where new placements cannot be received. Fine for hires you are planning months ahead; not fine for an urgent placement.
These are not adversarial questions. A licensed agency expects them and answers them as a matter of course — in the same way a contractor expects to show their CIDB green card before quoting on your renovation.

“The Indonesian Embassy in Kuala Lumpur covers Sarawak.”
