One question comes up before any other when a Sarawak company wants to bring in a manager or specialist from China: is a Chinese national even allowed an Employment Pass here? The short answer is yes, and it is not close. The Sarawak Employment Pass is decided on the role, the salary, and the paperwork — not on the passport. Where China-specific applications actually run into trouble is the documents, and that is a solvable problem. For agency-managed handling, see our Employment Pass service.

Can a Chinese National Get a Sarawak EP?

Yes. A China passport holder can hold a Sarawak Employment Pass on exactly the same terms as a professional from any other country. The pass is designed for skilled managerial, executive, and technical roles, and the assessment looks at the position and the applicant's qualifications — a degree with relevant experience, or the equivalent in experience alone. Nationality is not one of the tests. Citra Excel has secured EPs for Chinese-national staff before, and it is the nationality we handle most often on the expatriate side.

The EP Has No Source-Country List

This is the point that trips employers up, because it works the opposite way to the rest of the system. General and semi-skilled worker permits draw from a fixed list of twelve approved source countries, and domestic helpers from a list of nine. The Employment Pass and the Professional Visit Pass have no such list — per Sarawak's own EXPRT platform, there is no country restriction for EP and PVP applicants; professionals from any nation may apply. So the moment a role clears the skilled-position bar, the "is this country allowed" question disappears entirely. China is not on a special list because, for the EP, there is no list to be on.

Which Category Your Hire Lands In

The Sarawak EP splits into two categories set by monthly salary. EP1 (Category 1) starts at RM5,000 a month and lets the holder sponsor dependant passes and hire a domestic helper; it renews for up to six years. EP2 (Category 2) starts at RM3,000 a month, carries no dependant passes, and caps out at two years. The category rules apply the same way to a Chinese national as to anyone else — worth settling before the offer is signed, since the salary line decides whether the family can come. The full breakdown is in our EP1 vs EP2 guide.

Where China-Specific Applications Get Tricky

If the eligibility is nationality-blind, why specialise in Chinese nationals at all? Because the eligibility is the easy part. The friction sits in the supporting documents:

  • Qualification and experience proof. Degrees, professional certificates, and past-employer letters issued in China have to be presented in a form Sarawak Immigration will accept — which usually means proper authentication, not just a translation.
  • Language. Documents issued in Chinese need certified English or Malay translation, matched exactly to the names and dates on the passport.
  • Consistency across records. Name order, romanisation, and date formats differ between Chinese documents and Malaysian forms; a mismatch between the passport and a degree certificate is a common reason for a query.
  • Timing. Authentication of overseas documents takes time, and it runs on the source-country side before anything is lodged here — so it is the step to start first, not last.

None of this is unique to China in principle — every overseas hire authenticates documents — but the exact route depends on the issuing country, and getting the China route right first time is the difference between a clean submission and a month of back-and-forth.

What Citra Excel Handles

Chinese-national Employment Passes are a speciality of ours, not a one-off. We prepare and check the document pack against what Sarawak Immigration actually accepts, lodge the application through the state's system, and stay on it through approval and pass collection at JIMS. The job usually does not end at the pass either — a new expatriate hire typically needs KWSP and PERKESO registration set up, and we handle that too.

"Citra Excel helped us secure an Employment Pass for our Chinese national staff member and went above and beyond. They assisted us with understanding Sarawak and Malaysian regulations for running a business, and even helped with our KWSP and PERKESO registration. It felt like having a trusted partner, not just an agency."

Frequently Asked Questions

Can a Chinese national get an Employment Pass in Sarawak?

Yes. The Sarawak Employment Pass has no nationality restriction — any qualified professional can hold one, including China passport holders. The requirement is about the role, the salary category, and the documents, not the country of origin.

Is there a nationality restriction on the Sarawak Employment Pass?

No. Unlike general worker permits, which draw from a fixed list of approved source countries, the Employment Pass and Professional Visit Pass are open to professionals from any country. The 12-country source list and the nine domestic-helper countries do not apply to the EP.

What makes an EP application for a Chinese national different?

The eligibility is the same as for any nationality. The practical difference is in the paperwork — foreign degrees, professional certificates, and experience letters issued in China have to be presented in a form Sarawak Immigration will accept, and the authentication route differs by issuing country. That is where most first applications stall.

Does Citra Excel handle Employment Pass applications for China passport holders?
