ILC Kuching: The Sarawak Immigration & Labour Integrated Centre Explained (2026)
Illustration: AI-generated

The Immigration & Labour Integrated Centre — ILC Kuching — is the in-person helpdesk for the ALIANCE portal and the counter where Sarawak foreign workers complete the biodata-processing step of their pass application. If you are an employer, agency, or worker dealing with an ALIANCE-side issue or attending for biodata capture, this is the address you need.

Quick Reference

  • Address: Ground Floor, Sub-Lot 5B & 6A, Queen's Court, Blok E, Jalan Wan Alwi, 93350 Kuching, Sarawak
  • Hours: Monday to Friday, 8:30am – 5:00pm (closed weekends and public holidays)
  • Role: In-person helpdesk for the ALIANCE platform — technical support, training, biodata (NSIC) collection, and post-lodgement endorsement
  • Contact: +60 16-811 0799 (SANSOLS admin) / admin.sansols@sarawak.gov.my

What ILC Stands For

ILC stands for Immigration & Labour Integrated Centre. In practice, it is the in-person front-line for the ALIANCE platform — the place Sarawak employers, agencies, and workers go to:

  • Get technical support when something on an ALIANCE submodule is not working as expected
  • Receive training on how to use the ALIANCE submodules (SANSOLS, HAVEN, EXPRT, eVDR)
  • Complete biodata capture — fingerprints, photo, and the Non-Sarawakian Identity Card (NSIC) collection
  • Complete in-person endorsement steps that cannot be finalised online — PLKS sticker affixing, document verification, bond posting

Most actual applications are lodged online through the ALIANCE platform and the GENESIS submodules. ILC is where the digital file becomes a physical pass — and where you go when something on the platform side needs a human to look at it. Underlying authorities are Jabatan Imigresen Malaysia Sarawak (which issues PLKS and other passes under Sarawak's immigration autonomy) and JTKSWK (the Sarawak Labour Department), which run their own counters as well.

Where ILC Kuching Is

The Kuching ILC sits in Queen's Court at Jalan Wan Alwi, in the 93350 postcode area near Kuching's commercial belt. Specifically:

Ground Floor, Sub-Lot 5B & 6A, Queen's Court, Blok E, Jalan Wan Alwi, 93350 Kuching, Sarawak

It is approachable by car with parking available in the Queen's Court complex. Public transport options are limited; most visitors drive or use ride-hailing.

If you are routing in for the first time, search "Queen's Court Jalan Wan Alwi" on your map app and look for Blok E — the ILC counters are on the ground floor.

Hours and Best Times to Visit

  • Monday to Friday: 8:30am – 5:00pm
  • Closed: Saturday, Sunday, federal public holidays, and Sarawak state public holidays
  • Lunch: Government offices in Sarawak generally observe a lunch break from 12:30pm to 2:00pm; counter service may pause during this window

Practical timing advice:

  • Avoid Monday mornings — the post-weekend backlog is largest then
  • Avoid the first day after a long public-holiday weekend — same reason
  • Best windows: Tuesday to Thursday, 9:00am–11:30am or 2:30pm–4:30pm
  • Bring patience for high-season periods — late January (CNY backlog), April–May (Hari Raya cycle), and November–December (year-end renewal rush)

What ILC Handles

ILC Kuching is the right place for the in-person and platform-support side of foreign-worker administration in Sarawak. Most actual applications are lodged online through the ALIANCE platform; ILC is where the in-person and human-support touchpoints happen:

  • ALIANCE helpdesk and technical support — for issues with submodules, document upload errors, account verification, and other platform-side problems
  • Training on the ALIANCE submodules — SANSOLS, HAVEN, EXPRT, and eVDR walk-throughs for new employers and agency users
  • Biodata / NSIC collection — fingerprints, photo, and Non-Sarawakian Identity Card collection. Booking required at least three (3) days before the preferred appointment date, and only available after a Pas Lawatan Kerja Sementara (PLKS) has been issued by Jabatan Imigresen Malaysia Sarawak
  • PLKS sticker endorsement — the actual permit affixed to the worker's passport
  • Document verification — counter-side check of the file before final endorsement
  • Personal Bond / Security Bond posting — finalised at the counter
  • Pass renewals and extensions — in-person completion of PLKS / EP renewal flows that have been initiated online
  • Exit Applications — for normal contract end, repatriation, or worker abscondment
  • Professional Visit Pass (PVP) and PLIK matters (coming soon)

What ILC Does NOT Handle

It is worth knowing what falls outside ILC scope so you do not arrive with the wrong paperwork:

  • Passport applications and renewals for Malaysian citizens — that is the regular Sarawak Immigration Office or UTC counter, not ILC
  • Federal Immigration matters — pure tourist-visa enquiries, federal-level long-term visit passes, and matters not connected to Sarawak's foreign-worker system
  • Source-country embassy or consulate matters — for Indonesian workers, that is KJRI Kuching (the Indonesian Consulate); for Filipino workers, that is the Philippine Embassy or POLO in Kuala Lumpur
  • PERKESO and SOCSO matters — handled separately by PERKESO Sarawak offices
  • Tax and SSM matters — these go to LHDN and SSM offices respectively

Documents to Bring

The ILC process is fully digital — there is no need to bring physical copies of these documents to the counter. The list below is what your file (uploaded through ALIANCE / GENESIS) should contain. Bring the originals only if a counter officer specifically requests them.

For a new foreign-worker pass application:

  • Employer's company documents — SSM cert, business profile, latest audited accounts (if requested)
  • Trade licence — issued by the relevant local council (DBKU, MBKS, MPP, etc.)
  • Sector-specific licence — for example a manufacturing licence (or exemption letter), MPOB cert (plantation), or CIDB cert (construction)
  • Approval-in-Principle letter from JTKSWK
  • Worker's passport (original + copy of bio page and any existing endorsements)
  • Worker's medical-fitness certificate
  • Employment contract (English / BM)
  • Personal Bond or Security Bond paperwork
  • SPIKPA insurance cover note
  • PERKESO foreign-worker registration confirmation
  • Approved accommodation certificate (Act 446 compliance)

For a pass renewal:

  • Existing pass / PLKS document
  • Worker's current passport
  • Renewed insurance and PERKESO confirmation
  • Updated medical (where applicable)
  • Employer's confirmation letter

For a pass cancellation or abscondment report:

  • Worker's passport (or copy if absconded)
  • Cancellation request letter on company letterhead
  • Police report (for abscondment)
  • Completed Abscondment Report Form (for abscondment)
  • Employer's representative IC

For the full document checklist by application type, see our foreign-worker documents guide.

ILC vs ALIANCE vs GENESIS vs ILMU

Sarawak's foreign-worker landscape uses a number of overlapping names. They are not interchangeable:

  • ILC — the physical Integrated Centre. The in-person helpdesk for the ALIANCE platform and the place where biodata (NSIC) is captured.
  • ALIANCE — the Sarawak Government submission portal at aliance.sarawak.gov.my. ILC supports its users at the counter for technical issues, training, and post-lodgement steps.
  • GENESIS — Gateway and Employment for Non-Sarawakians via Sarawak's Integrated System (genesis.sarawak.gov.my). The state's umbrella platform where applications are lodged through the SANSOLS, HAVEN, EXPRT, and eVDR submodules. See our GENESIS application guide.
  • ILMU — the Immigration & Labour Management Unit. The cross-agency body that coordinates between Jabatan Imigresen Malaysia Sarawak, JTKSWK, and other authorities at the policy and case-management level. ILMU is who you also notify when a worker absconds.

Most employers do not need to think about this hierarchy. The practical flow is: initiate online via GENESIS / SANSOLS, attend ILC for in-person verification or stamping, and notify ILMU when something is escalated.

Other ILC Branches in Sarawak

ILC Kuching is currently the only operational counter. Divisional branches are planned but not yet open:

  • ILC Kuching — Queen's Court, Jalan Wan Alwi (the location detailed above)
  • ILC Sibu — central Sibu, serving the Sibu / Sarikei / Mukah corridor (coming soon)
  • ILC Bintulu — central Bintulu, serving the Bintulu / Tatau / Kapit corridor (coming soon)
  • ILC Miri — central Miri, serving the Miri / Limbang / Lawas corridor (coming soon)

Branch-specific addresses change occasionally as offices relocate. Confirm the exact address against the SANSOLS portal (sansols.sarawak.gov.my) before you travel from out of town.

Tips for a Smooth Visit

  • Arrive early. The first hour after opening is usually the lightest; queues build through the morning.
  • Bring originals AND clear copies of every document. Counter staff will keep copies and hand back originals.
  • Have a single point of contact for the company — whoever is named on the cover letter should be the one attending, not a runner unfamiliar with the file.
  • Use a licensed agency for complex cases. First-time applications, AP submissions, and abscondment reports are where agencies earn their value — they know the counter staff, the document quirks, and the escalation path when something is missing.
  • Keep proof of submission. Whatever ticket, stamp, or receipt the counter issues — photograph it before leaving. It is your evidence that the file was lodged on time.
  • For escalations, ask which unit owns the file. Many employer frustrations come from chasing the wrong agency. ILC counter staff can usually direct you.

Frequently Asked Questions

What does ILC stand for?

Immigration & Labour Integrated Centre. In practice, ILC is the in-person helpdesk for the ALIANCE platform — providing technical support, training on the ALIANCE submodules (SANSOLS, HAVEN, EXPRT, eVDR), biodata (NSIC) collection, and in-person endorsement steps that follow online lodgement.

Where is ILC Kuching located?

Ground Floor, Sub-Lot 5B & 6A, Queen's Court, Blok E, Jalan Wan Alwi, 93350 Kuching, Sarawak. Hours are Monday to Friday, 8:30am – 5:00pm.

Is ILC the same as Jabatan Imigresen Malaysia Sarawak?

No. ILC is the in-person helpdesk and biodata-collection point for the ALIANCE platform. Jabatan Imigresen Malaysia Sarawak is the immigration authority that issues PLKS and other passes. NSIC collection at ILC is only available after a PLKS has been issued by Jabatan Imigresen Malaysia Sarawak.

Can I do everything at ILC, or do I still need GENESIS?

Most foreign-worker applications are initiated online through GENESIS or SANSOLS, then completed in person at ILC. The two work together — they are not alternatives.

Do I need an appointment, or can I walk in?

For most counter services, walk-in is accepted. For briefings and certain processing types (such as SANSOLS briefings), bookings are made online via the SANSOLS portal. When in doubt, check sansols.sarawak.gov.my before travelling.

Are there ILC branches outside Kuching?

Not yet. ILC Kuching is currently the only operational counter. Divisional branches in Sibu, Bintulu, and Miri are planned but not yet open. Confirm against the SANSOLS portal before travelling.
